Second seminar of the Global Judicial Forum, 2012

On May 3, 2012, the Global Judicial Forum held its second seminar on the selection of judges in Europe. After dealing in the first seminar with the case of the judges of the European Court of Justice, this seminar focused on the process for selecting and appointing judges at the European Court of Human Rights.

Luis Lopez Guerra , Spanish judge at the ECHR, and Fernando Irurzun, Spanish State Attorney before the ECHR, opened the seminar with two presentations on the current reform of the selection process of judges at the ECHR. In march 2012, the Committee of Ministers of the Council of Europe issued guidelines on the selection of candidates for the post of judge in order to make the process more competitive and more transparent.

Thenavery high-level debate started under the chair of Daniel Sarmiento, in which judges, lawyersand academics participated.
